Sounds somewhat similar to that of Third Avenue funds when existing shareholders (myself included) were rewarded with "I" shares for investing with them and new shareholders had to pay more to invest.
I think they are also changing their bond fund from $1k initial investment to $250K. Guess they are overhauling their fund management philosophy and get more fees.
