VTMFX looks like a damn good fund to me: Low ER, interesting mix for a balanced fund and it's done well in the past. I like BERIX but it seems to be a better fund for a IRA or tax-deferred account.
You could split between two funds, say EXTAX and FLTMX.
Performance of VTMFX seems pretty good over the past 3 years

Can't argue with THAT. Take a look at NAESX, too. It's a different Vang. small-cap fund. They're both classified as small-cap BLEND. Expenses at NAESX = just a tad lower. Turnover is a lot smaller, too. But performance numbers go to VSTCX.
