I think Vanguard's new, actively managed, global minimum volatility fund VMVFX looks promising. They've got a 20% allocation to it in the managed payout fund VPGDX.

No, not being picky...just reading the article. He indicated VHCOX was closed..and then recommended POAGX, with no mention of its status.
Dan's newsletter states clearly that VHCOX and POAGX are closed. He recommends Primecap Odyssey Growth (POGRX) instead. The misunderstanding (or misstatement, if you will) probably lies with the person who wrote the article.
