BOND is active managed and its risk is comparable to BND. You can compare the sector exposure between the two in M* link above.
Higher ER is expected for active managed fund vs index bond funds such as BND or AGG. Between the two, i would pick BOND.

FWIW, in addition to yield, I look at TR. Personally, I like to see it exceed yield. Again, only IMHO.
I assume by "sleeve" that you mean it is comprised of multiple bond (OEF?) funds.
