Adding to your comment. GOP want the foreign workers to train the local workers. What does it say about re-shoring high tech manufacturing? This country is rapidly falling behind the world in technology and manufacturing of value-added products.
Awhile back when President Obama asked Tim Cook to bring manufacturing of Apple products to US. Tim replied that he cannot find enough tooling engineers to fill a conference room, whereas there would be several football fields of tooling engineers in China. These engineers have a minimum of bachelor degrees in either mechanical and electrical, or information technology.
