Yup! Timing. Emerging markets have fared poorly. Fund marketers have finally learned. Don't launch a fund in a sector/area after it has gone up a lot. That is a strategy for failure that everyone has recognized. "Me too" funds will garner no assets. Go for something out of favor. The winds have changed.
Remember everyone was launching long/short funds, absolute return funds? Didn't work out so well. Now more are being launched again. I'm looking at some again.
