The Stormont regime has been effectively frozen by protests from members who are boycotting, due to the Northern Ireland Protocol, which effectively created a post-brexit border between Northern Ireland and the rest of the UK. The Windsor Framework still needs to be approved by the EU and the UK, but it sounds as if all parties concerned prefer it.

"Red" Lanes would ostensibly move slower, with more inspections, paperwork and crap, because the "Red Lanes" are intended for goods shipped THROUGH Northern Ireland, but are
destined for the Republic, which is an EU member State. On the other hand, receiving goods from across the Irish Sea which will go no further than Northern Ireland, are moved expeditiously and without much "red tape," via the "Green Lanes." I suppose it makes sense. And The Republic can certainly continue to receive goods coming in from the EU members on the Continent, easily, expeditiously and rather simply, too.
