Vanguard has settled with the MA regulators for $5.6 million restitution fund and $500K fine. It's pocket change for Vanguard but VG does have egg(s) on its face on the reversal of its previous refusal to acknowledge the problem that it created by poorly planning the merger of Investor and Institutional TDF series.
