Does Chasing The Lowest Cost ETF Still Make Sense?

FYI: The cost of funds has been falling for decades. Over the past two decades the U.S. Exchange Traded Fund (ETF) industry has grown in size by a factor of one hundred to over $3 billion in assets according to Investment Company Institute data. Passive, or index, funds have also doubled their share of the fund market over the past decade, though as of 2018, still two thirds of funds are actively managed.

However, perhaps surprisingly, most of the aggregate fee reduction in recent years has come from mutual funds, which have roughly halved their costs over the past two decades. Perhaps in reaction to the presence of lower-cost ETFs. In comparison, the cost of ETFs has actually been more stable, yet still on a declining trajectory.
