Summary

The positive trend of upgrades to downgrades continues.
While the credit quality of municipal bonds continues to improve, the performance of the municipal market has also improved on technical factors, squeezed by high demand and low supply, and lower long-term rates.
Now, there are signs that corporate credit quality may be turning and may presage a turnover in municipal credit quality.
