Intermediate bond funds will be divided into intermediate core and intermediate core plus categories on April 30th. Funds in the core category will hold less than 5% in junk bonds.

This makes sense to me, both because the intermediate term bond fund category has a lot of funds in it, and because there's a difference between the two types of funds. I'm not sure Morningstar has the dividing line right, but it's a good start.
