After 20 Years, Has Japan Redefined Monetary Policy Success?

It was 20 years ago today that the Bank of Japan first cut interest rates to zero percent—the so-called Zero Interest Rate Policy—setting a precedent for aggressive monetary policy in the U.S. and Europe during their own financial crises years later.
