The fund (RCRIX) exists already, the registration is to allow conversion from an interval fund (which, from an investment perspective, makes all the sense in the world if you're looking to invest in illiquid assets) to an open-end fund (which, from a marketing perspective, makes all the sense in the world if you're dealing with people who think "what do you mean, I can't have my money back the day I ask for it?" It was a private partnership even before that.
