What Matters Most In The Active Vs. Passive Index Fund Debate?

FYI; There are 2,127 exchange traded funds in the U.S. with $3.6 trillion in assets under management. Only 234 are actively managed ETFs holding just $57.2 billion, according to ETF.com, a leading information source on the industry.
To be clear, active ETFs, which have been around 10 years, make up 11% of the funds but hold only 1.6% of its assets.
