Why It's Time for Small Caps To Shine

Small cap stocks have had tough year. In mid-August, the total return on the Russell 2000 index trailed the S&P 500 index by about 9 percentage points. Since, however, Smalls have done much better, outpacing large caps by about 3.5 points.
