The government just hates to see all that money in Roth IRAs and in tax-deferred accounts sitting there. It's too much temptation for them.
The one possible reason that Congress and the White House might not touch these accounts would be the overwhelming backlash from the American public. In my opinion, it would get very ugly. The markets would go into instant turmoil.
