It appears that the Vanguard Lewis Braham discussion no longer jumps to the top of the queue when someone replies to it. Is this a bug? Is it because of editorial action (disturbing the auto update process?) Seems puzzling to me.

    Absolutely correct. discussions can be controlled by admin and they have more options.
