Embedded webpage advertisement activated by merely scrolling

I noticed this referenced web page below has a feature that I experienced for the first time. As I scrolled through this linked article an embedded video advertisement activated (opened). The audio stopped as I scrolled past it...not as bad as a popup, but annoying as you try to read the article.
